Preface
We are pleased to present to you this book that focuses on two key aspects of the industrial engineering (IE) discipline—non-traditional settings and international environments. IE was born and evolved in the United States during its few decades of existence. However, the last three decades have seen a dramatic shift in the application and evolution of this profession. _e rapid growth we have witnessed in the IE profession and academic departments outside the United States has led to a signi¥cant body of IE knowledge being developed— this sometimes does not ¥nd appropriate archival outlets. We are pleased to provide such a forum. _is book clearly illustrates how IE-based tools and techniques have been applied to a diversity of environments.

We therefore believe that this ¥rst-of-its-kind book can create an awareness of the breadth of the IE discipline both in terms of geography and scope.

Introduction
The discipline of industrial engineering has evolved for more than a hundred years. Over the last two decades, much of the growth of applications in industrial engineering has occurred outside the United States. _is book focuses on non-traditional applications in international settings and will therefore detail some of the more exciting developments, applications, and implementations of industrial engineering and related tools. _is book contains 10 chapters developed by authors and coauthors of at least six di®erent countries. _ough the chapters are arranged in no particular order, each represents a novel application of industrial tools and techniques.

Chapter 1 details an integrated model that can be applied to noncyclic maintenance planning, which can also be integrated with production planning. _e authors develop a model that can be applied to smaller solutions, but since it is NP hard, they also call for more e´cient heuristic models that can be developed and applied to large problems.

Chapter 2 presents a series of performance metrics for manufacturing (and possibly other types of) enterprises. _ese metrics are based on the degree or level of complexity, level of leanness, and level of agility. _ese metrics are then implemented and validated in an organization based in the Middle East.

Chapter 3 focuses on scheduling of automotive stamping operations, which are typically characterized by high set-up times and small unit run times. _e authors present a solution utilizing mixed integer programming and apply this, in part, to the operations of a real live workplace. How this model can signi¥cantly increase production capacity by e®ective scheduling is also discussed.

Chapter 4 presents a completely new application in that Heider’s balance theory is utilized to detect voting fraud in social media. _is is especially important with the increasing utility of social media in our everyday lives.

Chapter 5 presents applications in the area of natural resource development, or more speci¥cally open-pit mining. An optimization model is developed and applied (via case studies) to optimize the extraction sequence of blocks—an operation that can have a major impact on mining pro¥tability.

Chapter 6 details where best to locate sites for disaster waste procession. Multiobjective optimization is used to identify site locations and provide solution guidance to this important, yet often unnoticed, problem that can occur at a moment’s notice anywhere in our world.

Chapter 7 also studies disasters, but from a di®erent perspective. It ¥rst details the shift in Turkey from crisis management to risk management and assigns disaster response facilities to near optimal locations. _e work was driven by the risks posed by earthquake in Turkey and also in the locations where disaster response facilities currently exist.

Chapter 8 deals with a more pleasant topic—one that studies factors a®ecting buying patterns and behaviors at private shopping clubs. Turkey is taken as a benchmark and a technology acceptance model is used to study the buying behavior. Results from an already implemented questionnaire are also discussed.

Chapter 9 shifts gears to detail optimization methods that can be used to increase the e®ectiveness of the timing of tra´c signals. With the rapid urbanization of emerging countries and related congestion in cities, this is a problem that will continue to receive much attention.

Chapter 10 discusses the Turkish banking sector and the measurement of e´ciency of its banks, a topic that greatly impacts the emerging ¥nancial market. _e authors apply quantitative models to study 29 commercial banks and 12 investment banks and show the relative e´ciency (or lack thereof) of each type of bank. As can be seen, there is a refreshing diversity of application environments and types of tools used.
